I would say that, because he can be played as either (and doesn't have a "default" condition like Paul), he would be ruled similarly to DAE.  Meaning that he is both good and evil (counting as effective neutral for deck-building), but also that he has 2 brigades.  Meaning in T2 you could only carry 2.

Yes, thanks for pointing that out.  More of a T2 person myself, so I forget that there is no provision for cards with only 2 brigades in T1, and they are all "multi" ;)
