Right now the official answer is no because it's not on the REG list. The REG doesn't explain what the criteria are for a card to be "based on prophecy". Joseph was taken before Pharaoh to interpret his dream. If Redemption defines interpretation as prophecy then Joseph before Pharaoh should certainly qualify.
