Player A makes a battle challenge with blue hero (no lost souls in play)
Player B blocks with larger human evil character

Player A plays paying tribute
Player B does not negate... then the unthinkable...

Player B draws a lost soul...

What happens??? (the situation seems to be a successful rescue... timing problems?)

Type: Hero Enh. • Brigade: Blue • Ability: None • Class: None • Special Ability: Selected human Evil Character withdraws from battle. Owner of that Evil Character may draw a card. • Play As: Return one human Evil Character to territory. The withdraw and draw happen during the ability of the card so the battle does not move to resolution until after Paying Tribute completes, so the Lost Soul is totally available to rescue. However, the blocker doesn't have to choose to negate until after the card is drawn (since the whole special ability has to be carried out), so once he saw that it was a Lost Soul he could then have negated/interrupted Tribute.

I disagree with this. Special initiative passes to the evil character when it's being removed. If the evil character chooses to allow itself to be removed from the battle, it doesn't get another chance to negate it later.

But the discard and draw a card are part of the same card, and cards complete before initiative passes, so the card would be drawn before the EC even has a chance for special initiative. At least I thought so....

I would agree with browarod, the ability would complete, but the removal would be "pending" similar to how Jezebel removing a prophet from the game then banding to Ahab searching deck, negating some green cards and play an enhancement, then the prophet would have initiative to negate Jezebel's ability.
