Question    If he enters battle and his ability activates can he use O.T. set aside enhancement cards in his territory of any brigade?
Joiakim can use O.T. enhancements of every brigade if Zerubbabel's Temple is in play.

His SA is only active in battle, so you can't use off-color enhancements in territory.

Why does it not continue to function?  Death and Hades continues to function.  Lydias protection from capture continues to work.  It seems like this would fall into the same category as long as I could get the ability activiated in battle.

Abilities on Characters and Enhancements only continue to work outside of Battle if they specify so on the card (For example Aaron or Death and Hades).
Also, Lydia's protection doesn't continue outside of battle.

Death & Hades says "until this character is discarded", which is why it remains active.  Lydia's SA doesn't remain active outside of battle.

A card needs to say "while this character (card) remains in play", or something along those lines to remain active outside of battle.
