I heard that after my opponent uses his Jephthah's ability (limited to once per game) I could band to his Jephthah and use the ability as well. Can both players utilize the once per game ability on charaters?

Jephthah - "Once per game, you may discard the top card of your deck to discard up to 2 Evil Characters."

if it specifies "Once per game, owner may..." then does it only work once?

If there is a card like that, then only the owner of the game can use it, and only once per game.

Pats: "Once per game, holder may discard any two Evil Characters in a territory or set-aside area if holder discards the top card from Holder's draw pile. "

In T2, can it only be used once, no matter how many Jephthahs you have?

Yeah, even if you had 4 of them in your deck you can still only use the ability once.

"<X times> per game" restrictions apply on an overarching "cards with that name" basis as far as I know. It doesn't matter who owns the card(s), every player in the game gets X number of uses of cards with that name regardless of where they come from.

As such, if you use your opponent's Jephthah, yours would count as "used" as well.
