Title: Jehoiada the High Priest

Jehoiada is immune to Evil Characters "2/2 or less". Does this mean that he is immune to Evil Characters of 2/* and/or */2 or less, or does the Evil Character actually have to have 2/2, 2/1, 1/2, or 0/2?

I would say the latter....neither number can exceed 2.

It has to meet both the strength and toughness conditions.  So 2/2, 2/1, 1/2, and 0/2 are the correct answers, yes.

If it were otherwise, it would read "2/* or less or */2 or less".
