Title: ITB Vs Artifacts

can an ITB card interrupt UW or GIC since they are not in battle?

Interrupt the battle can only interrupt things that are actually in battle. So no, it cannot interrupt UW or GIC

Drrek is correct. The only thing that can interrupt UW or GiC (as an artifact) are things that specifically interrupt or negate artifacts, neutral cards (in the case of UW), or evil cards (in the case of GiC). If the capture is causing special initiative I believe you could use Sam's Edict to negate GiC, for example, or Joseph Before Pharaoh to negate UW.

I believe it was also ruled that an ITB card could interrupt Magic Charms if it was used by a Magician who was in battle.

Agree with the ruling, and with Guardian's point about in-battle Magic Charms.

Now if only we could get it resolved whether ITB interrupts last card or last enhancement we could have all parts of it nailed down ;)

I just wanted to point out that any card that can target the card causing your removal from battle, and thus causing special initiative, can be played.  For example, you could use Passover Hymn to stop the capture of GiC, because PH negates and discards curses.
