Can Answer to Prayer get Dove and use it if it's played on Isaac?

Isaac cannot use Dove. You could put the enhancement in hand -- Answer to Prayer's search ability works -- but you must have a character to play Dove on. Dove's reference is not from Genesis 21-35, so it cannot activate/be played on Isaac.
