Interupting Magic Charms?

My opponent has Magic Charms up, and I make an RA with a Genesis hero. He wants to discard Charms, can I use Joseph Before Pharaoh or not?

I do not believe that you can interrupt magic charms unless the evil character was in battle.

I believe they are saying that you have to have initiative to negate/interrupt, and you do not have initiative since no blocker was presented.

Also charms is no longer in play for Joseph before Pharaoh to target it.

I think you do have initiative, there's just no way to interrupt/negate Writ/Charms/GiC (once they've been used) if they're not in battle.

I don't understand. If you have initiative, why can't you negate your removal?

Because no card currently in the game can target the last artifact used.
