What would be the current definition of the old term "no effect"? Example card is Climb the Walls. Is the listed Errata/Play as correct?

Climb the Walls (Kings)
Jerusalem Tower has no effect this turn. Errata/Play As: Jerusalem Tower is negated this turn.

"No effect" either means Ignored or Negated, depending on the context. Yes it is confusing, but that is what we are left with. In this case it is a negate. I'm fairly sure.

If possible would one of the higher ups confirm this? My original question was asked in regards to a potential combo so I want to make sure it works :P

REG, Ignore, Clarifications:
The word “repel” and the phrases “has no effect,” “may not be blocked by,” and “cannot enter battle” mean the same as “ignore”.

"No effect" means different things in regards to characters and other types. For characters, "has no effect" means the character is ignored. For other types, it means the ability is negated. I would also think that the numbers on "no effect" enhancements are essentially 0/0, but I'm not sure if that's ever spelled out. If you want to PM me the combo I can give you my opinion on it.
