I need clarification on this ability. In reading the REG entry about it I'm still a bit confused. So for a practical example, if I use Syntyche and Eudia would their increase be permanent or last until the end of phase?

Increase or decrease abilities are permanent by default. However, sometimes there is a specified duration ("until end of turn" or "while in battle") or a dynamic increase/decrease (decrease Heroes by X/X where X is # of their good brigades).
