The throne of David is in play
Solomon attacks 9/11

blocked by Em 2/4 to FW 6/6

if the player with Solomon passes off of throne who gets initiative?  is it Solomon based on numbers and opponent playing the last card or is it the Egyptians because off a stalemate and the passing of throne?

Solomon. Throne isn't initiative, it's a play ability. Passing on the optional play ability is not the same as passing initiative.
