My opponent plays Sorrow of Mary and underdecks Authority of Peter. I have regular initiative at this point and play REach of Desperation. Can I play Authority of Peter off Reach of Desperation?

Yes

Your interrupting the placing of it on the bottom so you could play it off the play ability on reach

Even at normal initiative, interrupts still undo what the card did, so the enhancement goes back to hand until the interrupt ends.

The EC is no longer in battle for Sorrow of Mary to reactivate and even if he underdecked God's Provision as long as it was played it's no longer viable after Sorrow of Mary reactivates and I don't think SoM can choose a new target at that point.

The real question is why would someone underdeck Authority of Peter when Reach is in the hand...I suppose probably because they might be unaware of the answer to this question.

Koala is also correct in that if the enhancement played by Reach is the card that was targeted by SoM, even if SoM could reactivate, it could no longer target anything, as its target is no longer available.

If you had to choose between AoP and Reach, what is the best target? I guess you can stop them from the D3...

That. And no matter which card was chose, AoP would still get to go off because my SoM transferred initiative. Had I known the answer I probably would have played the Balaam's Disobedience in my hand, but either way I took the greater risk and higher payout choice by hoping he didn't have 2 battle winners in hand or Reach.

Reach, as it allows you to underdeck something and have it stick, but in regards to winning the actual battle, it doesn't matter.
