If I band to my opponents Herod which holds Herod's Treachery. Can I use HT to cause his Hero to Withdraw?

Depends. I believe if you placed the Treachery, yes. If your opponent did, no.

Exactly what Sauce said. To say it in a more confusing way, the person controlling the Herod doesn't matter. Whoever placed Herod's Treachery controls it always.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!
