perhaps a dumb or obvious question but does wool fleece stop banding even if its CBN?

The Play as says prevent which makes it seem like it CBN band would work.

However I think Wool Fleece has been ruled to be a restrict now, based on it's wording.  Which means that banding wouldn't work even if it was CBN.

Says the play as on Wool Fleece, but the question is, "is this a legitimate play as?" 

Could we get an elder to input on this?  Personally it seems to be worded more like a restrict, but I'm fine with it being a prevent.

I don't know the exact SA off hand and the REG isn't working, but I'm pretty sure it says something like "No Evil Character may band". That is not a restrict because that doesn't target your opponent, just evil characters.

Yeah, that sounds like a prevent then. 

EDIT:

Actually I'm not so sure, I just read the ability and wool fleece doesn't target band abilities it targets the evil characters.  Since it targets characters it might actually be more along the lines of a protect.

Wool Fleece's written SA: "No Evil Characters may band."

Prevent abilities stop a card from doing something.
Protect abilities stop a card from being targeted.
Restrict abilities stop a player from doing something.

Wool Fleece is stopping an EC from banding. That's prevent. If it said "Evil Characters may not be banded into battle," that'd be a protect. If it said "No player can band Evil Characters together," that'd be restrict. But this is prevent.

According to the three definitions you have there what you say makes sense but according to the definitions of the official ruling thread it's different.

According to this, prevent targets abilities, but wool fleece appears to target the characters according to the wording on the card.  It's sounds like a very poorly worded protect according to these definitions since it targets the characters and stops them from banding. 

Of course there is definitely good reason to let it remain a prevent, since the wording is funky I could see it going either way.  I just wanted to throw the idea of changing it to a protect out there to see the reaction from the elders.

Ok, I guess that's good enough for me.  Quite frankly I kind of prefer it being a prevent instead of a protect.
