This is off the top of my head, so forgive me if I've missed an obvious issue with this suggestion... 

Rule Proposal:  "Enhancements that have set-aside abilities can only be played during battle, unless they are territory-class.  Set-aside abilities can target any character, based on their individual wording."  (To be reworded by someone awesomer than me, like Redoubter)

In other words, set-asides would be treated like all other enhancements (except Healing).  They are played in battle, unless they are TC class.  And you do what is written on them.  A card that says "Set aside a hero..." could target any hero.  Provisions, which says "Set aside hero...", would have to target the Green hero that played it.  And so on and so forth.

It's simple, and I think it would solve the issue of when you can play set-asides and who you can set aside ("Can I use HiR in Prep phase?"  "Can I set aside my opponent's Watchful Servant with my Provisions, then use Darius Decree?"  "Can I set aside my opponent's hero with the old Prayer and Fasting and leave it set aside all game?"  etc.).  I'm not even sure what the rules are, exactly, for set-asides (something about you can only target your own characters if played in Prep/Discard?).  But if we only allow TC enhancements (except Healing cards) to be played in Prep/Discard phases, I think we can also drop the additional rules about who can be set aside by what. 

This would clean up the mess that was created when set-aside cards were developed in the Limited/Unlimited expansion without a mechanism (other than game rule) that let you play them outside of battle.  Now that those cards are obsolete, and new set-aside cards are being printed as TC, I think this change would be a benefit that makes things much simpler.

Also, this somewhat nerfs common staples like Provisions, Pentecost, etc., as they would have to be played in battle.  That's not a bad thing either, in my opinion.

I would say to wait until after Nationals to have this discussion, if you still feel it needs to be had :)

A lot of changes...a lot...are coming with the new REG.

However, I'm also not sure that we want to change the ability to play set-asides in your prep/discard phases, though it's a discussion that we have had before and can look at again.  Let's see if the REG is clearer for you, and go from there :)

It wouldn't just nerf them, it would frankly make them pretty much unplayable, which I do not support.

I am going to agree with Drrek on this one. It would make them pretty much unplayable.

i agree that it should stay the same because
1) it makes them not worthwhile in a deck
2) it takes away a lot of speed from the game such as not being able to play first fruits or pentecost during Prep/discard
3) there are a lot of set aside enhancements for teal
but will not complain with whatever the elders and judges decide (or whoever changes the rules)  ;)

But the bigger question is, would those be bad for the game? I'm not going to say whether they are or not, but just saying it will make some cards worthless doesn't mean it's necessarily a bad thing, especially if those cards already don't get played or of the cards are too powerful. I'm not saying either or those are the case, just that saying a ruling will make cards weaker doesn't mean it's a bad ruling.

i know and that is why i am okay with what the elders say about it. But i personally think it adds a neat perspective to the game and is not to powerful in which case should remain how it is. I think those cards are very well balanced, but changing the rules would make them become unbalanced and almost have no power at all because i would rather play a battle winner that i have over a set aside enhancement

Redemption won't suffer when a few OP splashable set-asides became unplayable, in my opinion.

I would say to wait until after Nationals to have this discussion, if you still feel it needs to be had :)

The way I see it, this is something that will eventually happen, which is why new set-asides are being printed as TC.  The question is, when is the appropriate time to make the change?  I'll wait til after the REG is out (thanks for your work on it Dayne et. al.  :) ) before deciding to continue pushing this.
