Attempting to look up the answer to another problem, I found this.

I've always thought you could use a heal to restore decreased abilities, regardless.  However, the REG says:

A heal ability can be used to remove the effects of a discard ability or an ability paired to a poison ability from a character.
This says that heal only works on abilities, not game rule (such as discard by the numbers.)  It goes on to say:
A character healed from the effect(s) paired with a poison ability gains back any strength and toughness lost because of it. 
Given that Gates of Samaria isn't a poison, one can't heal numbers from it?

Given that Gates of Samaria isn't a poison, one can't heal numbers from it?
My gut reaction is that if your character is decreased (but not to 0, so not killed) by Gates of Samaria, that you would not be able to play a "heal" card to return to normal numbers.  However, if your character was discarded because the decrease made them hit 0 or lower, that you could then play the heal card on one of your characters in your territory later in the turn to "heal" the discarded character and return them to your territory.

At least that is the way I thought that heal used to work.  Perhaps that was meant to be changed in the new REG, or perhaps it was merely written in a slightly confusing way that needs to be corrected.

That entry is probably wrong. Why would heal work on Poisons but not Diseases?
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

As far as I'm aware this was an oversight. I've updated the new REG document to reflect that diseases should be included. I can't say how soon it will be published though.
Have you visited the Land of Redemption today?
