No, because the decrease from Toss is regardless of protection or immunity.

I think that part would be an instant ability, so it wouldn't restore them right away, it would restore them in your next prep phase, if you choose to keep it active.

Is Toss regardless of Ignore?  Can I block Broseph/Zeb with Roman Spearmen and toss Zeb to */0?
