If it's being used as an artifact is it an on-going or instant ability?  In other words, can I have this activated and sitting on my artifact pile and use it if my hero in territory or discard pile is being discarded or does the ability have to be used as soon as I activate the artifact? It seems to me I can use it anytime I want since it doesn't say "upon activation," but I'm not certain since it doesn't say "at any time." I think the confusing part for me is how healing abilities work.

That's why I have been playing it as an enh only if my hero is being discarded because of the instant ability rule of artifacts. But I wasn't sure due to the healing ability of this card. If it's used as an artifact then it would work only, when activated, if you have a hero in territory who's paralyzed, poisoned or diseased.

I've been maining "The New Covenant" and honestly it's been doing wonders for me.

It would be broken if that was the case! Just insta heal all your heroes whenever you want! you could also use feast of booths to get it back for two more heals as well, not to mention shuffling and searching it out, which can be accomplished very easily in one turn.

Honestly I've never seen Healing as OP, in fact usually insteads are better then Healing, because some insteads can leave you in the battle. Healing still means you leave the battle.
