yes, you most certainly do. it works the same way as territory class enhancements

Yep, Enhancements always have to have a valid character in play to activate on.

No, I also think its stupid that you have to match brigades.

That's how every other type of card play in the game works in every other circumstance where a special ability does not give you bonus play. Why is it only a problem now?

Well a lot of the "placed" cards wouldn't work so well if they couldn't be used by an EC of matching brigade. AoD would be silly to use off of HiP if you didn't have a Greek in territory to use it. Also, you don't necessarily have to have a matching brigade character; if one of your EC's has the ability outside of battle to use enhancements of non-matching brigade (Philistines anyone?) you can use those.
