Title: How is that pronounced?

When Shibboleth uses the term "battle" is it referring to the current battle or could it be another battle?

Shibboleth
Type: Hero Enh. • Brigade: Yellow • Ability: 3 / 2 • Class: None • Special Ability: If an Evil Character is in battle, discard all Evil Characters in opponent’s territory whose brigade is not in battle.
