Looking through the PoC cards I started wondering how City of Refuge (site) interacts with The Fiery Furnace.
City of Refuge (site): Protect O.T. humans from discard.
The Fiery Furnace: If you hold a card here, discard it instead.

Suppose an O.T. human is placed in the furnace while City of Refuge is out. Do they just sit in the furnace?

Captured characters retain their identifiers and brigades, but may only be targeted as captured characters.

An immune or protect effect targets the cards that gain the immune or protected status.

Since City of Refuge only targets OT Humans for the protect, it can't target any captured characters for the protect.
