Restrict deals with player actions, Protect deals with what can be targetted and in this case it targets all cards with banding abilities (characters and enhancements) to not be able to enter battle regardless if the band cannot be stopped once in battle.I hope that clarifies things a bit.

It will negate the ignore portion. It will still stop any preventable banding.
