Please advise how HHI stands. Is it a prevent, protect, or restrict and how does it work when someone is banding with a CBN banding ability?

Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: Heroes may not band. Good banding cards have no effect. • Play As: Prevent band abilities of Heroes. Ignore good banding cards. • Identifiers: NT, Depicts an Idol, False Religious Practice • Verse: I Corinthians 12:2 • Availability: Apostles booster packs (Ultra Rare)
That means heroes with banding abilities can never enter battle while this artifact is active, making it a protect. Restrict deals with player actions, Protect deals with what can be targetted and in this case it targets all cards with banding abilities (characters and enhancements) to not be able to enter battle regardless if the band cannot be stopped once in battle.
I hope that clarifies things a bit.

Household Idols is exactly what the play as says it is: an ignore, that stops banding heroes from entering battle, and a prevent, which stops banding enhancements from activating. It is not a protect at all.

It's always been ruled as an Ignore.

It will negate the ignore portion. It will still stop any preventable banding.
