1) When hopper is drawn in the beginning of the game who counts it as "theirs," for purpose of choosing who is going first? The person who drew it, or ended up with it?

To clarify, the new rule for beginning the game is that the person who has the most lost souls in their Land of Bondage chooses who goes first.
