If my opponent has a captured hero in Raiders' Camp, can I use a transfer ability to send it to my opponent's LoB?

Yes. They are captured characters in your territory, after all.

That's the thing, if my opponent has the RC, they are captured characters in HIS territory. I'm still thinking yes, but I'm not sure if "transfer" is a defined SA. If "transfer" means control has to change, then I would expect the answer to be no.

That's a good question. I don't believe "transfer" has an official definition. I would be inclined to say no, because to transfer something (in general) you typically need to have control of it to begin with. But that does probably need to be addressed.
