High Places and Captured Characters?

Does capturing a character to a Land of Bondage trigger High Places' draw ability?  I'm thinking no because of the second REG quote and that they technically are not Lost Souls, they are only treated as Lost Souls.  But, if they are treated as Lost Souls, does it trigger High Places' draw ability? begin logic loop.

I would say that capturing a human character to a Land of Bondage does trigger High Places.

Premise 1:

I would argue that since the character to be captured is already in play and at no point leaves the field of play a lost soul is never put into play to trigger the draw.

I'm also inclined to say that a meek LS is only put in play when it originates from somewhere other than in play (deck, usually, or nowhere for tokens). "If a meek LS was put in a territory" would trigger off captures.

Persian Presidents capturing a character from set-aside would trigger High Places.
