All Herods are royalty, and apparently Roman (though I didn't know that; makes sense, though). Some Herods (like mega mentioned) are Kings. Herods Phillip II and Antipas are Governors (so Denarius would work with them assuming you are right about them being Roman). Herod Agrippa II is a King of Judah, so Gates of Jerusalem would affect him.

Why don't they mention Roman in their Identifiers?
I'm going off the identifiers they have listed in the REG for each of those cards.
