When Herod the great blocks and all of the heroes in battle go to their own territories, can the rescuer put up a new hero?

Neither version of Herod the Great returns all heroes in battle to territory. Herod the Great from disciples returns all but one hero to territory, but that one hero remains in battle.  The apostles version of Herod the Great only returns heroes that were banded into battle to territory.

In general though, if all heroes are returned to territory and the ability does not specify that you can present a new hero, then you cannot.  That would be a battle-winner.
