If I block with Herod Phillip II, return a hero to teritory, and then place him beneath deck to add Herod Agrippa II to battle, Can I then capture the hero that was just returned to teritory?

I like the way you think, but HAII was not active at the time the Hero withdrew so the Hero would not be captured.

No. HAII's ability only looks to the future to see if any Heroes withdraw after he activates. The ability doesn't kick in until after the Hero has withdrawn.

In the current status, no. You could have HAII in battle already. Just use the plethora of banding options Herods have! </sarcasm>
