The Rabsaris Attacks: "Discard a Hero... Opponent may discard the top five cards of deck instead..."

If the opponent has fewer than five cards in his deck, can he save his Hero from being discarded?

No. Instead is kind of like a reverse conditional ability. So TRA is basically saying: "Discard a Hero. Opponent may discard the top 5 cards of his deck to stop the discard." If you can't pay the cost, you can't get the benefit.

I came here to say that there is no such thing as a simple instead question. I am now very confused.
