i thought there was some brooken combo that was going to change some healing rule but i never heard anything else about it

Ah. I missed the part about the player with the healing card not having a Hero. You can only play a healing card on a character you control of matching brigade, so I would say you cannot use Brass Serpent to heal your teammate's or opponent's Hero unless you have a Hero at the time.
