Why are players allowed to heal characters that died in a preceding phase? For every other card the negate/target-ability expires at the end of the phase, why is healing different?

I'm sure why Polarius got a -1 for his answer. The point of his statement is that healing is (and always has been) an exception. The rules are very specific, and I see no reason to change them. Healing is rarely used as it is, so limiting its use would be pointless.
