If a WC character with a weapon is discarded and healed does he retain the weapon?
If Simon the Zealots ability is active and he is discarded and healed is his ability still active?

Yes and yes. Healed characters are treated as if they never hit the discard pile (much like a cost/benefit ability that discards, apparently).
