Question about Discarding when it isn't your turn

What is a player supposed to do if an effect causes them to draw a card or cards during another players turn causing them to have more than 8 cards? Do they have to discard or wait until the discard phase of their next turn?

The 8-card limit is only for the end of your turn. After that you can have anywhere from 0-16 cards in your hand as long as you get back down to 8 or below at the end of your next turn. You can never draw past 16.
