I have several characters decreased below */0, placed in Goshen. Can I play a heal to bring them back to full strength? New REG says no, but thought I'd double check. To me, it seems that the only way to recover lost toughness with a heal is if the character is poisoned.
Goshen (P)
Type: Fortress • Brigade: None • Ability: None • Class: None • Special Ability: Protect contents from all effects. If your Genesis or Exodus Hero has toughness */0 or less, you may place it here instead of discarding it. • Play As: Protect contents from harm or effect. Place or return Heroes during your Preparation Phase. If your Genesis Hero or Exodus Hero has toughness */0 or less, you may place it here instead of discarding it. Goshen may hold any number of Heroes of up to three brigades. • Identifiers: Play to territory. • Verse: Exodus 9:26 • Availability: Promotional cards (2008 Local Tournament)
A character healed from the effect(s) paired with a poison ability gains back any strength and toughness lost because of it. A character healed from the effect(s) paired with a poison ability remains in the location it is in. A character healed from a discard ability is moved to its owner's territory. If a character is discarded and healed later that turn, it regains any lost abilities or effects of being discarded (i.e., returning to face value in the discard pile).

I think you would have to take them out of goshen, let them be discarded and then heal them.

Not to mention when they are in Goshen they are protected from all effects so you have to bring them out and heal them from the discard.
