The reasoning for this is that the banding is CBN (so Goliath can't negate it and send Bart back) but the withdraw ability still works. If I were to make a rescue attempt with Peter, you block with Goliath and force Peter to withdraw. I could then add Phil to battle, who could band to Bart.
