Scenario 1
My opponent has Herod Agrippa II in territory with Herod's Treachery placed on him. I convert HA II, then I capture him with Magic Charms. Does HT remain placed, and can my opponent still use HT from my land of bondage? We ruled yes.

Herod’s Treachery (TP)
Type: Evil Enh. • Brigade: Multicolor • Ability: None • Class: Territory • Special Ability: Place on a Herod. That Herod may use evil Enhancements regardless of brigade. You may discard this card to force X Heroes to withdraw from battle.

Scenario 2
I played Possessed with High Places and placed my Messenger of Satan on a lost soul in my land of bondage. My opponent attacked me next turn. Can I block with Messenger of Satan? We ruled no.

Possessed (AW)
Type: Evil Enh. • Brigade: Pale Green • Ability: None • Class: None • Special Ability: Place one of your demons on a Lost Soul. While that demon remains, that Lost Soul cannot be rescued by a Hero. Discard that demon if holder loses two battle challenges. If the Lost Soul is taken out of play, discard that demon.

Scenario 3
I am attacked with Simon the Zealot and I block with Women as Snares (6/7). Who has initiative? I thought WaS would because of first strike, and this is what we ruled, but my opponent and a few other players were skeptical, thinking First Strike happened only at battle resolution.

Type: Hero Char. • Brigade: Red/Purple • Ability: 7 / 4 • Class: None • Special Ability: Negate and discard Rome and a N.T. Idol. First Strike. Protect your hand and deck from opponents' cards while this Hero remains in play.

1. I think Herod's Treachery would be discarded when HA 2 was converted but I'm not sure....

Yes, you ruled correctly. Nothing done to the Herod causes it to lose Herod's Treachery, so Herod's Treachery stays and can still be used. If the Herod was then rescued, Herod's Treachery would be discarded (because nothing follows lost souls to the Land of Redemption).

You can block with Messenger of Satan. He's still an Evil Character in your territory that you control, so you can block with him.

First Strike applies any time you are determining the state of battle. So it applies when determining initiative and during battle resolution. Woman as Snares would have initiative.

How is Herod's Treachery any different than say Destructive Sin? Doesn't a captured character lose status as hero or EC and just becomes a lost soul? Or are we arguing that he is a lost soul, just his name is herod and can still use the treachery that's on him...clarification please....

He's no longer a hero, but identifiers are kept.

Herod's Treachery targets based on the identifier "Herod" not based on card type. So it doesn't matter if the card type changes, you could even place Herod's Treachery on a Herod that was previously captured (assuming you had a character in your territory to play it on).

I believe Destructive Sin still negates good Fortresses and Covenants if the hero it is on is captured (it doesn't negate the Hero anymore because it's not a hero, but as a captured hero it doesn't matter anyway).

Does that mean if I have a hero with Destructive Sin on him and he gets captured and placed in my opponent's Land of Bondage than their forts and covenants are negated because it's in their territory?

Nope, because Destructive Sin says "owner" not "holder."

Destructive Sin will stop working altogether if the Hero it's placed on is captured. Place cards stop working if the condition of their placement is no longer being met, and a captured Hero is no longer a Hero.

So if my Pale Green Panic Demon made a successful block and is on my opponent's hero, and I use Stalks of Flax to exchange for that hero, I can block with my Panic Demon?

Yes.

Additionally, if you have a Panic Demon in your territory, and your opponent doesn't have wall of protection down, you can block with it and band to the placed one. (Note that the Panic Demon wouldn't go back on the hero in either case unless you successfully blocked, at which point you could replace it on any hero.)
