Would Golgotha count as "occupied" if you had an enhancement in it?

No. Sites are only occupied when they have an LS in them.

would it be considered fortified if it has an EE on it?

No card in redemption that I am aware of refers to a Site's status as "fortified."

I thought one of the old school 'Guarding' cards used Fortify language, either that or I'm just thinking it did since one of them was called 'Fortify Site'

Some cards may say to "fortify" a Site, but no card targets "fortified sites" or refers to the status of a Site as "fortified."

General Description
Cards with the word “place” indicate a particular location where a card must be placed and when the card must be placed. If not specified, the card must be placed during the Preparation Phase or Discard Phase. Cards not placed during a Battle Phase or during another Battle Phase cannot be interrupted. Cards placed can be targeted. This special ability does not refer to characters and enhancements placed in battle; these are governed by game rules. See also Return to Draw Pile for cards placed in the draw pile.
A fortify site card allows the holder to place an evil card on an occupied site. The site is then considered fortified.

I know. I'm not disputing that. Some cards may be queens of Israel. But no card targets a card by "Queen of Israel." No card targets by "fortified Site" or refers to it in any way.
