Title: Golden Censor...a battle winner?

Does golden censor return ALL ecs to territory?

"D/c a KOTW site. All Ecs return to owner's territory."

Also if played after swift beings in a side battle does that cancel out the side battle?

In the past it had a Play As or something specifying that the ones that return were those in Kingdoms. It's not in the REG now, but I assume it's still effective.

I believe the second part of the special ability is a clarifier to the first part. (Since normally the default is that cards in Fortresses follow the Fortress).

You are correct. Just like if you play aotl on nero, you still win a ls, because the "only two or more heroes can make a successfull rescue" clause is just a clarifyer. It was the first card like that.
