But seriously, aren't all the disciples Jerusalem heroes? What is the criteria for city status?

Well NJ is an OT card, so obviously its the OT heroes who are Jerusalem heroes.

I believe Jerusalem heroes (or "city" heroes) are those who helped to establish the church in Jerusalem (or that city). Who those are, I haven't a clue.
