Is it a "to" or am I allowed to just keep removing dominants and discarding them? I know it says and just want a better claryfication.

capture your black canaanite and remove a dominant in an opponent's discard pile from the game to search his deck for a card with the same icon and discarded it.

If you're asking if you can use it more than once, the answer is yes, but only once per turn (when you activate it).

But what if I don't have another black Canaanite to capture ? Can I use it again and again if I don't ?

In order for you to remove or discard any dominants, you have to capture a new Canaanite each time.
