If two negate effects are in play, is the 2nd one played the one that works? The examples aren't clear in the rules.

I banded two heroes, one with "can band with X; this cannot be negated."

The evil character that blocked "negates all special abilities."

We played it that the evil character could "un-band" the heroes.  Was this correct?

When an ability is Cannot be Negated it cannot be negated.

So correct me if I'm wrong about your example:

You attacked with a hero that has an ability that (for simplicity's sake) was "May band to a hero. Cannot be negated." And banded to another hero.

Your opponent blocks with a character that said, "Negate all characters and enhancements" (something like King of Tyrus or Sapphira)

In this situation the band would not be negated, since it is Cannot be Negated, so no card can interrupt, prevent or negate it.

However, John's ability negates evil characters and because he entered battle first (his ability activated first) and Sapphira is not "cannot be negated" then both heroes would stay in battle and enhancements and hero abilities would work because Sapphira is negated.

Note there is a difference between "Negate" and "Cannot be Negated".

So in your scenario, James is the first attacker. He bands John into battle. John's ability activates, and from that point on, he is preventing special abilities on Evil Characters. So that means when Sapphira blocks, her special ability has no chance to activate, so she doesn't stop the band (or any enhancement abilities)

However, there is a card called The Twelve-Fingered Giant whose ability says "Negate banding. Cannot be negated". Cannot be negated means that John's ability doesn't prevent his ability (because Cannot be Negated means that it can't be stopped by a prevent or an interrupt ability). Thus, if Twelve-Fingered Giant blocked James and John, the band would be stopped and John would be kicked out of battle.
