Does it matter when the Samaria Site is placed in territory for the s/a of GoS to activate?

Just to be clear, if it exists in Territory before GoS is placed in in Territory, it still triggers GoS ability which "When you play a Samaria Site, increase your evil King of Israel 6/6 to decrease a character 6/6.". Correct?

No.  GoS is only triggered when the Samaria site is placed down.  If GoS is not active before that, then it won't trigger.

Skittens is correct. I was referring to phases. GoS must trigger, and things that have already happened can't trigger it.
