I just found this in the REG under Redemption Rulebook > Resolving Special Ability Combinations > Concerning Target for Special Abilities.

If a special ability is prevented, and the prevent is later negated, then you can select a target for the ability. It never targeted in the first place, so there is no change in targets.

I was under the impression that if a special ability, such as a band, was prevented at the time it was played, and if the card that was preventing the band is later negated, then the band never re-activates.

Am I under a faulty understanding of game rules?

Your understanding is correct. That quote is not even from the outdated REG, but from the fossilized rulebook.

I agree with Kirk and YMT. That quote from the rulebook is not accurate as I understand it.
