Can you have multiple fortresses activated at the same time in your territory?
If so, can you have two evil fortresses activated at the same time?

Yes, you can have as many different fortresses in your territory as you like, the only exception bring that you can only ever have one temple or tabernacle (The Tabernacle, Solomon's Temple, Zerubbabel's Temple, and Herod's Temple) in your territory.
