Title: Fortress default

I'm probably re-opening a can of worms, but could someone point me to the discussion of the default rule for placing characters into and taking characters out of fortresses when the card is not specific?

I know this was discussed because of Goshen (promo).

I'm not sure how this ended up, or if it was resolved for that matter.

You can only place or take out any card into or from a fortress during your preparation phase, with the exception of Storehouse, because it clearly states during your discard phase, you can place unused enhancement there.
