If I have an active artifact, can I deactivate it and play Fortify Site before activating a different artifact for the remainder of my turn?
The reason I would do so is if my opponent did not have an active artifact and I did not want to discard my own.
Fortify Site (RA2) - "Search discard pile for a black Canaanite or a Canaanite site and put it in play to discard an artifact..."

No, if you deactivate your Artifact and perform another game action, you've chosen to have no Artifact active for the next round.

even if I have a Temple out?

Interesting, I thought that I could deactivate an artifact, play fortify site, and then reactivate the same one in the same turn...good to keep in mind...

Would you be able to deactivate Lampstand in your artifact pile, play FA or DoN, and then activate Lampy in a temple whilst not having an active artifact in your artifact pile?

I think the traditional ruling is that you can't turn off LotS, play evil doms, and then turn it back on (anywhere). However I don't think I'd have a problem with it as long as you had to give your opponent the chance to play any evil doms that they wanted to while it was inactive as well.

I thought the Prep Phase definition said you could play characters, sites, forts, activate arts, deactivate arts, play doms, play set asides, bring back set asides all in any order?

You can, but activating artifacts on the pile is one single action that must happen all at once.
