Forfeited battle without access

One more question: say I send a character out for a rescue attempt targeting a lost soul in a site they don't have access to.  I have Joshua Burns the City in my hand, but if the opponent sends out no evil character, can I still play it, since I am technically losing the rescue attempt and thus have initiative?  Or am I just not allowed to play any enhancements and the rescue attempt fails?

You are not losing a rescue attempt at that point, you are winning a battle challenge. As such, you would not have initiative to play an enhancement.

If you don't have access (or even if you do), they aren't obliged to defend if they don't want to.
