It foreign sword is placed on a hero, can it still be targeted as an evil card?

I'm gonna say no. I'm pretty sure about that but not 100%.

Correct a card assume that contains both a bible and skull icon acts as an evil card in evil characters and a good card on good characters

It can be counted as a good or evil card up until it is actually played. At that point it is played as one of the two and remains that way for the rest of the game regardless of what pile it might end up in. I would assume that this could be rather confusing in T2 games.

+1 with everyone so far. It's both until it's played, once it is, then it's whatever Its played as. (aka if I play 7yoP on Jacob it's good, but if I play it on KoT its evil) but once it leaves play or set-aside, it goes back to being both again.

wait, praecps said that once it becomes, say, a good card, it remains good until the end of the game no matter what. Or I am missing something.

Cards reset in deck, hand and discard. So if returned/sent to any of those, it becomes both Good and Evil until it is played again. I can play it on Uriah, have Uriah and Foreign Sword returned to deck, and When I redraw Foreign Sword, play it on Sisera.

Krunks is right, when it leaves play/set-aside to Hand, Deck, D/C Pile, Removed, or places like that, it Goes back to Good/Evil.

Is there anything in the REG documenting this? I did a quick search and couldn't see anything on Dual-Alignment Enhancements.
I don't see why a DAE isn't both good and evil all the time, no matter who played it. You have two options with a curse - play it as an evil enhancement, or play it as an artifact (which is neutral), but a curse is still evil when it is an artifact. Why would a DAE be any different? No matter where a DAE is or how it was played, it's still both an evil enhancement and a good enhancement.
I don't have a problem if that is how it is defined to be, but is there any proof beyond what has been said on this thread? I suppose the lack of elder input means they agree with the previous posters?

That was the definition by the Elders before and the one used by tournament hosts, REG needs a lot of updates that this is just one example of that.

This may be the case, but until it's in the REG, I might as well advocate for what I think makes the most sense.
I can't think of one instance where playing or placing a card by game rule changes the alignment of a card. When you play a curse as an artifact (putting it in your art pile by game rule during your prep phase), it does not change alignment. When you capture a hero, it changes alignment (neutral instead of good) because of special ability (capture). Ashpenaz converts a neutral card to an evil card by special ability. Saul becomes Paul, evil to good, by special ability.
Based on the above examples, it just makes the most sense for DAEs to be both good and evil all the time.
